Are Agnostics technically Atheists?

Atheists are pretty much just people that lack affirmative belief in God. The same can be said about agnostics, who don't believe in God, but they want to question the denial of God as well. But they satisfy the condition of disbelief in God. Are agnostics trying to be more politically correct by labeling themselves different as atheists?
