Am I in a doomed relationship with a guys who's 'not ready'?

I’ve been dating this guy for 3 months now. For the first 2 months, we dated once a week. We starting sleeping together this past month and have been seeing each other about 3-4 times a week. He’s a sweet guy. He’s always asking if I’m hungry, or cold or thirsty. Inquires about my life; listens to my stories. We go out together and hold hands and kiss in public. We laugh together and overall, enjoy each others’ company. I’d like him to be my bf but he says he doesn’t think he’s ready to be in a relationship. He’s a good looking guy and getting girls is not a problem so I don’t think he’s just in it for . Am I wrong? I want him to be my bf because he’s said his ‘loyalty policy’ only applies to gfs and I told him this. He said that he felt we were in the place where if he kissed another girl, it’d feel wrong and he’d tell me. In short, I’m seeing a great guy who acts like a bf, treats me like a gf but doesn’t want to be in a relationship. Am I setting myself up for heartache?
